Did you know the SOS only provides Apostilles now? As of January 1st, 2017 there are no more authentication certificates (with the gold seal), just the red Apostille seal for all countries. It does not matter if they are a member of the Hague Convention or not.  All countries are aware of the change, but some agencies may not be up to date on the new Apostille procedure. Here is a link to the Secretary of State notice. The wording of the notice can be confusing, but we confirmed with the clerks in person, it is an Apostille they provide, not a certificate anymore.
